各级 units of the State-owned Assets Supervision and Administration Commission, units of the State-owned Enterprises, and all relevant units:

According to the "Regulations on the Construction of注册资本" promulgated by the State Council of the People"s Republic of China, the capital contribution of state-owned enterprises (hereinafter referred to as "enterprises") shall be subject to change. In order to ensure the smooth implementation of the regulations, the State-owned Assets Supervision and Administration Commission (hereinafter referred to as "SAAVC") hereby issues this notice to notify all relevant units of the capital contribution changes.

I. Capital Contribution Changes

1. Enterprises are required to make capital contributions in accordance with the provisions of the Regulations on the Construction of注册资本.

2. Enterprises shall change their capital contributions in accordance with the following procedures:

(1) Enterprises shall make capital contributions within the registered capitalcontribution base;

(2) Enterprises shall make capital contributions in accordance with the proportion of the registered capitalcontribution base;

(3) Enterprises shall make capital contributions within the prescribed time limit;

(4) Enterprises shall make capital contributions in accordance with the provisions of the Regulations on the Construction of注册资本.

3. Enterprises shall make capital contributions by cash or other forms of payment.

4. Enterprises shall make capital contributions in accordance with the provisions of the Regulations on the Construction of注册资本, and shall ensure the legality and validity of the capital contribution.

II. Implementation Requirements

1. Enterprises shall establish a capital contribution plan in accordance with the Regulations on the Construction of注册资本 and other relevant regulations, and shall submit the plan to the SAAVC for review and approval.

2. Enterprises shall make capital contributions in accordance with the capital contribution plan, and shall ensure the capital contribution amount and timing meet the requirements of the Regulations on the Construction of注册资本.

3. Enterprises shall make capital contributions in accordance with the provisions of the Regulations on the Construction of注册资本 and other relevant regulations, and shall ensure the capital contribution is in accordance with the law.

III. Supervision and Administration

1. The SAAVC shall supervision and administration the capital contribution changes of state-owned enterprises, and shall ensure the compliance with the Regulations on the Construction of注册资本 and other relevant regulations.

2. Enterprises shall report their capital contribution changes to the SAAVC in a timely manner, and shall provide relevant materials and information.

3. Enterprises shall make capital contributions in accordance with the Regulations on the Construction of注册资本 and other relevant regulations, and shall ensure the capital contribution is legal and valid.

IV. Relevant Requirements for Enterprises

1. Enterprises shall make capital contributions within the registered capitalcontribution base;

2. Enterprises shall make capital contributions in accordance with the proportion of the registered capitalcontribution base;

3. Enterprises shall make capital contributions within the prescribed time limit;

4. Enterprises shall make capital contributions in accordance with the provisions of the Regulations on the Construction of注册资本.

V. Notice and Communication

1. Enterprises shall notify the SAAVC in a timely manner of any changes to their capital contribution.

2. Enterprises shall communicate the capital contribution changes to relevant units and personnel concerned.

VI. Implementation and Supervision

1. Enterprises shall establish a capital contribution execution and supervision system, and shall ensure the execution and supervision of capital contribution changes in accordance with the Regulations on the Construction of注册资本 and other relevant regulations.

2. The SAAVC shall supervision and administration the execution and supervision of capital contribution changes of state-owned enterprises, and shall ensure the compliance with the Regulations on the Construction of注册资本 and other relevant regulations.

This notice shall take effect from the date of promulgation.
